HSE Manager (#26-498)

Location: Southeast Houston, TX

Position Summary

We are seeking an experienced HSE Manager to lead health, safety, and environmental programs within a manufacturing environment. This role is responsible for ensuring compliance with OSHA, EPA, and applicable local, state, and company safety standards while fostering a strong culture of workplace safety.

The HSE Manager will oversee initiatives focused on accident prevention, risk reduction, environmental compliance, emergency preparedness, and continuous safety improvement across plant operations.

Key Responsibilities

Health & Safety

  • Develop and maintain plant-wide HSE policies, procedures, and programs.

  • Ensure compliance with OSHA regulations, environmental requirements, and company standards.

  • Conduct safety inspections, audits, and risk assessments throughout operations.

  • Lead incident investigations, root cause analysis, and corrective action plans.

  • Monitor workplace conditions to identify and address safety risks.

  • Manage contractor safety programs and permit-to-work systems.

  • Support Job Safety Analysis (JSA) and Hazard Identification & Risk Assessment (HIRA) activities.

  • Track and report key safety metrics, including incidents, near misses, and corrective actions.

Environmental Compliance

  • Ensure compliance with environmental permits and regulations related to air emissions, wastewater, hazardous materials, and waste handling.

  • Support sustainability, recycling, and pollution prevention initiatives.

  • Maintain environmental documentation and required reporting.

Training & Safety Culture

  • Conduct employee safety orientation and ongoing HSE training.

  • Lead toolbox talks, emergency drills, and safety awareness programs.

  • Promote safe work practices and coach employees and supervisors on compliance expectations.

Emergency Response & Compliance

  • Develop and maintain emergency response and evacuation procedures.

  • Coordinate emergency response efforts and interface with local authorities when needed.

  • Maintain HSE records, audits, certifications, and regulatory documentation.

  • Prepare reports for management and ensure timely follow-up on corrective actions.

Required Qualifications

  • Bachelor’s degree in Safety Engineering, Environmental Science, Industrial Engineering, or a related field.

  • 7–10 years of HSE experience in manufacturing, preferably within steel, pipe, tube, or other heavy industrial environments.

  • Strong knowledge of OSHA regulations and environmental compliance standards.

  • Experience with incident investigations, hazard analysis, and risk management.

  • Professional certifications such as CSP, ASP, NEBOSH, or OSHA certifications preferred.

  • Familiarity with ISO 14001 and ISO 45001 standards is a plus.
