Estimating Manager (#26-494)

Job Overview
The Estimating Manager leads and oversees all estimating functions to ensure accurate, consistent, and competitive project cost estimates. This role is responsible for developing and implementing estimating standards, managing pre-construction activities, and driving strategic bid selection. The Estimating Manager plays a key role in building and maintaining a strong backlog while supporting overall business growth and profitability. Directly supervises Senior Estimators, Estimators, and administrative support staff.
Primary Responsibilities
Lead, manage, and hold estimating team members accountable for performance and results
Oversee all pre-construction activities and estimating operations
Review and evaluate bid opportunities to support a steady and strategic project backlog
Prepare detailed cost estimates using estimating software, historical data, and analysis of plans and specifications
Perform quantity takeoffs, assess crew productivity, and manage vendor and subcontractor pricing
Review bids for accuracy, completeness, and competitiveness, and lead internal bid review meetings
Represent the organization in negotiations with owners and joint venture partners on complex or large-scale projects
Analyze historical estimating data and performance metrics to improve accuracy and win rates
Develop and maintain strong client and industry relationships
Review contracts and subcontracts to identify risks and recommend mitigation strategies
Prepare subcontracts and purchase orders when acting as the prime contractor
Support change orders, claims, value engineering, and supplemental agreements
Evaluate project performance post-completion and recommend process improvements
Contribute to technical proposals, including design-build and alternative delivery methods
Manage estimating systems, including implementation, enhancements, and team training
Perform additional duties as assigned
Position Requirements
Required Education, Experience, Knowledge, Skills, and Abilities
Bachelor’s degree in Civil Engineering, Construction Management, or a related field, or equivalent experience
10+ years of heavy civil or highway estimating experience
Strong knowledge of construction contracting, purchasing, engineering, and cost control practices
Proven experience leading and managing a team
Advanced understanding of construction methods, equipment, and productivity
Strong analytical and problem-solving skills
Excellent written and verbal communication skills
Collaborative mindset with a focus on continuous improvement
Preferred Qualifications
Professional Engineer (PE) license
Experience with estimating software such as B2W or similar platforms
Background in heavy civil construction management
Experience with alternative delivery methods, including Design-Build or CMGC
